Moscow and Beijing firmly believe that no country should conduct military biological activities on its own or someone else's territory that pose a threat to the security of other states. The parties also expressed their conviction that the Convention on the Prohibition of Biological and Toxin Weapons (BTWC) should be strictly observed and strengthened.
In addition, Moscow and Beijing have opposed the use of weapons of mass destruction control mechanisms by individual countries to discriminate against other States. The parties are particularly concerned about the statements of a number of non-nuclear EU countries about their intention to obtain their own nuclear weapons.
In this regard, Russia and China called on the International Atomic Energy Agency to strengthen control over nuclear materials and activities in such States, and also reaffirmed their commitment to export control obligations arising from the NPT, BTWC and CWC.
